win2003 iis6 swfupload上传50M文件 和 支持中文文件名

1、支持中文文件名
iis中删除urlscan 或者 AllowHighBitCharacters=1

2、上传大文件
urlscan 中也有个尺寸限制 MaxAllowedContentLength
iis的配置文件Metabase.xml中调整 AspBufferingLimit 和 ASPMaxRequestEntityAllowed
